アルジェリアの成功政策
2011年に中東でおこったアラブの春は Algeria(アルジェリア) にも及んでいて、Algeria(アルジェリア) 国内でも高い食べ物の値段や失業率の改善を訴えるプロテストが起きたんですね。
他の中東諸国はここで真っ向から戦おうとしたために、プロテストが暴力に発展しました。一方、Algeria(アルジェリア) 政府はここで税金削減などの経済的、政治的な改革を国民に約束したこともあって、プロテストの拡大を防ぐことができたんですね。
アルジェリアの失敗政策
でも Algeria(アルジェリア)の政治や経済は今だに不安定で、アラブの春を防いだことは短期的な成功であって、長期的なものではなかったんです。
炭化水素や石油、天然ガスの輸出に頼っている Algeria(アルジェリア)の経済モデルは、持続的なものでないだけでなく、資源へのアクセスをもっている機関が政治においても強い影響力を持っているなど、国内における不平等にもつながりやすいんですね。
こういった不安定な経済から、高い物価や高い失業率が改善されず、それに反発するプロテストが継続的に起こっているんです。
Algeria(アルジェリア) の失業率 (Unemployment rate) が下がった時も、パートタイムや一時的な仕事をしている人 (Underemployment rate) の増加による部分が多いわけです。
Algeria(アルジェリア) の法整備も非常に弱く、法治機関の独立が確立されていないために軍部の勢力が政治や決定権における影響力を持っていて、それを監視するシステムもないために権力が集中しやすいわけです。こういったことが国民の発言、報道、投票券の制限につながるんですね。
外国の影響
隣国 Libya（リビヤ）での紛争も影響を与えていて、武器へのアクセスが増えたり、過激な軍事組織が影響力を広げていく格好の場所が、不安定な政治情勢によってつくられていっているのです。

There are many reasons why Algeria has struggled with its instability.
One is its economic weakness.
Algeria's heavy reliance on exporting hydrocarbon and natural resources, such as oil and gas, is not only sustainable, but it also has led to unequal distribution of the wealth in the country, for instance the control over the hydrocarbon sector means the power in the country's politics.
Therefore, inflation and high rate of unemployment have led to massive protests by civilians. Moreover, Algeria's achievement of decreasing unemployment rate was mainly by increasing underemployment, which is the condition that people are employed at less than full-time or temporary jobs.
Another reason of Algeria's instability is its corruption.
The Algerian judiciary is very weak, including the lack of the judicial independence. Under this situation without a check-and-balance system, Algerian politics and decision makings have been highly centralized and influenced by military sectors. This also includes the restriction of freedom of speech, press and voting right.
Another reason of Algeria's instability is foreign influence.
The conflict in Libya has brought negative influence into Algeria, such as the high accessibility of weapons and unstable condition that is great for radical armed groups to expand their influence in the country.
