中南米を解説!ベネズエラで起きている経済危機とは?

今回は Venezuela(ベネズエラ)で起きている危機についてです!

 

1970年代にはお金持ちだったのに、今や世界でも有数の貧困をかかえる国、Venezuela(ベネズエラ)でなにが起こっているのでしょうか?

Venezuela(ベネズエラ)の経済危機は、どの国にも起こりうる危険性があるのでとても重要です。

ベネズエラの好景気

Venezuela(ベネズエラ)って実は世界で一番石油がとれる国で、その石油を輸出することによって、昔は南米で一番お金持ちの国だったんです。そしてお金持ちの国にはよくある”所得格差”もけっこうあったりして、”国内の貧しい人を政府が助けよう””ってことで1999年,に大統領に選ばれたHugo Chavezという人が、食べ物の供給だったり教育の普及、健康面でのサポートとか色々政府をあげて取り組んだんです。

その結果もあって、2013年のChavez大統領が亡くなるまでには、Venezuela(ベネズエラ)の貧困率や失業率は減少したんです。

政策の失敗

でも、この頃石油の価格が安くなっていたりして、石油の輸出が国の収入の大部分を占める Venezuela(ベネズエラ)は、この公共政策のために使った大量のお金を支払えなくなって、国外からけっこう借金するようになったんです。

そんな中、2013年にNicholas Maduloという人が新しい大統領になります。借金を返済するために国がやる方法として、””新しい紙幣を刷る”というのがあって、Madulo大統領もそれをやったわけです。でも、注意しなきゃいけないのは、”新しい紙幣を刷る”と"お金の数が増えて、お金自体の価値が下がる”んですね。

 

でもMadulo大統領、お金を刷りすぎました。

 

Venezuela(ベネズエラ)のお金の価値が低くなり続けて、何を買うにしても大量のお金が必要になっちゃったんです。(これをhyperinfrationと言ったりします)

Venezuela(ベネズエラ)国内では貧困率が急激に上がり、外国からの借金も返せないので国としての信用も下がり、不満をかかえた国民がふえ、治安も悪化しちゃったんですね。

新しい時代

そんな中現れたのがJuan Guaidoという人です。

 

彼はMadulo大統領の社会主義的やり方に反して、Venezuela(ベネズエラ)の民主化を唱えています。ちなみにMadulo大統領とならんで、Juan GuaidoもVenezuela(ベネズエラ)の大統領なんです。

 

2018年にMaduloがVenezuela(ベネズエラ)の大統領に再び選ばれたのですが、その選挙の途中でMaduloの反対派の大統領候補者が逮捕されたり国を追い出されたりしていて、反対派が選挙をボイコットしたんです。

で、2019年にJuan Guaidoが”新しい大統領”として名乗りだしたわけです。

 

レアな状況ですが、Venezuela(ベネズエラ)の政治状況をふまえて、アメリカや他の南米諸国ねど多くの国がJuan Guaidoの新大統領としての地位を認めているんです。

ちなみに、社会主義国の中国とロシアはMadulo大統領を支持しています。

 

でも2020年の12月にあった投票で、Madulo大統領がGuaido大統領にまた圧倒的に勝ったんですね。これを受けてJuan Guaidoは投票をボイコットするよう国民に呼びかけている、というのが現在の状況です。コロナの影響で選挙はonline上のアプリでも行われていて、かつ、最高裁判所などはMadulo大統領の権力下にあるので、投票の妥当性を訴えているわけです。

政治への不信

国民はJuan Guaidoを支持しなかったのか?、と疑問になるのですが、これにはVenezuela(ベネズエラ)の改善しない経済状況のもとで国民が政府に対する信頼を失った、というのもあるようです。

Juan Guaidoが率いた2019年のプロテストにおいて多くの死者がでて、それ以来彼は、”海外からのMadulo大統領に対する制裁”によってMadulo大統領の権力を弱めようとしてきたんですね。たとえば、Venezuelaからの石油の輸出を制限するなどがアメリカの経済制裁なのですが、石油の輸出などは依然としてMadulo大統領が管理しているため、Venezuelaの経済を立て直すうえではあまり効率的でないのです。

In 1970s, Venezuela was a rich country, but the country is struggling with poverty now. 

Venezuela as a oil rich country was enjoying the wealth through exporting oils to foreign countries. At that time, the problem was an income inequality in the country and led the then president Hugo Chavez to work on the program to promote food supply, education and healthcare and to support the poor throughout the country. As a result of this program, the country's poverty and unemployment rate declined by 2013 when Hugo Chavez died. 

However, along with the decline of the oil price, Venezuela failed to cover the cost of the public support that Hugo Chavez worked on and increased the debt from abroad. 

The new president Nicholas Madulo since 2013 kept printing money to pay the debt, but the increase of the money supply decreased the value of the money. As a result, everything became so expensive and required so much money to buy, which is called hyperinflation. 

Poverty rate in Venezuela rose rapidly, and Venezuela lost trust from abroad due to the failure of paying debt. People were frustrated about the government performance, and thus the security in the country worsened. 

 

In 2018, Nicholas Madulo was reelected as the president despite the unstable situation, but antigovernmental parties boycotted the election since some candidates who were against Nicholas Madulo had been arrested or forced to leave the country. 

Under this circumstance, Juan Guaido proclaimed him as the president of Venezuela. He has been for democratic rule Nicholas Madulo's socialist rule, and many Latin American countries and the United States have recognized Juan Guaido as the Venezuelan president. China and Russia, the socialist countries, on the other hand, have supported Nicholas Madulo. 

 

In 2020, Nicholas Madulo won the election again. Juan Guaido claimed the fraud, such as his control over the supreme coat, but people started losing trust in politics. The 2019 protest led by Juan Guaido caused many people dead, and he has relied on foreign sanctions against Nicholas Madulo to undermine his power, and thus the inefficiency for the policy and longtime struggle have shifted people away from politics.
