今回はアフリカにある Uganda(ウガンダ) という国についてです！

独立後
Uganda(ウガンダ) は1962年にイギリス支配から独立して以来、権力交代の際に軍事衝突が度々起きているんですね。
1986年にYoweri Museveni という人が軍事行動によって大統領になったのですが、この人は2021年の現在まで Uganda(ウガンダ)の大統領を続けているんです。
2000年くらいまでは一党独裁の政権が支持されていたのですが、だんだん Lord's Resistance Army (LRA)などの反政府勢力が台頭してきて、"打倒 Yoweri Museveni" の動きが強まっていくんですね。
紛争に発展
反政府勢力Lord's Resistance Army (LRA) は過激な軍事行動をしていたこともあって、隣国の Sudan(スーダン) が Uganda(ウガンダ)政府の味方として戦い始めます。隣国から食料や武器を手にいれていたLord's Resistance Army (LRA)にとって、政府を攻撃することが効率的な作戦ではなくなってくるんです。
民主化
そんな中、2005年に大統領の任期限度が取り払われ、大統領が交代しなくてもよくなる制度がつくられたんですね。
これをうけて、一党独裁ではなく多党制による政治を求める動きが強まっていき、反政府勢力Lord's Resistance Army (LRA)とYoweri Museveni政府のあいだで進んでいた平和交渉もうまくいかなくなるのです。
紛争の泥沼化
この緊張の中、Sudan(スーダン)に加えて隣国のthe Democratic Republic of Congo(コンゴ共和国) も Yoweri Museveni政府の側として戦いはじめます。
これにより、反政府勢力Lord's Resistance Army (LRA)は非常に追い込まれるわけですが、だんだんとUganda(ウガンダ)政府との戦いというより、”自分たちを隣国から守るために市民に対しても過激な行動を行う集団” になっていくんですね。
新時代を求める動き
こういった歴史の中、2021年1月に行われた Uganda(ウガンダ)での大統領選挙では、Bobi Wineという歌手が "打倒 Yoweri Museveni" をかかげて新しい大統領候補に名乗り上げたんです。
Bobi Wine が政府に何回も逮捕されたり、民衆がそれに抗議したりと、政府と反政府の衝突が続いていたのですが、選挙は Yoweri Museveni が大統領を続行するという結果に終わるんですね。
この選挙が民主的なものだったのかという疑いがあったりして、いまだに緊張感が続いています。

In Uganda, military coalitions have happened many times when the shift of political power happened since the country got independence from Britain in 1962.
Yoweri Museveni became a new president of Uganda by military coup in 1986 and has remained his power until today. Although his leadership had been supported until around 2000, along with the rise of the Lord's Resistance Army (LRA), people started going against Yoweri Museveni regime.
Since the Lord's Resistance Army (LRA) was a radical organization, Sudan, the neighboring country, started cooperating with Uganda government, which put Lord's Resistance Army (LRA) in a difficult position since it had gained food and weapons from Sudan.
In 2005 when the limitation of presidential terms was removed, the demand for multi-party system increased, and the conflict between the Lord's Resistance Army (LRA) and Yoweri Museveni regime became tense again.
Under this circumstance, the Democratic Republic of Congo, the neighboring country, joined the cooperation to support Yoweri Museveni regime, which led to the situation more complex and expanded to the regional conflict beyond the internal conflict.
Uganda had a presidential election on January 2021, and a pop star, Bobi Wine, has been a strong presidential candidate against Yoweri Museveni. Bobi Wine had been arrested multiple times, and the conflict between Bobi Wine supporters and Yoweri Museveni had been going on in Uganda.
Yoweri Museveni won the election over Bobi Wine.
