10日に起きた、中東での大きな出来事についてです！
Morocco（モロッコ）が Israel (イスラエル)との関係を正常化することを発表しました。
なぜこれが重要かというと、これは中東全域、アメリカ、国際機関と広範囲にわたる壮大なストーリーの一部だからです！！

問題のおおもと
まずはじめに、IsraelとPalestineのあいだには長い紛争が続いているんですね。で、その問題を解決するために、2002年にLebanon（レバノン）で開かれたArab League Summitで、The Arab peace initiative(API)というのが決められました。
これは ”アラブ地域の平和を取り戻そう” という目的があって、
”アラブ諸国が、Israel（イスラエル）との悪化していた関係を元に戻すから、その代わりに Israel（イスラエル）は領土支配をやめて Palestine（パレスチナ）を国家として認めてね”
という内容なんですね。
世界を引っ張ってきたアメリカは、この方針をアラブ諸国に進めてきたわけで, 今までUnited Arab Emirates（アラブ首長国連邦）, Bahrain（バーレーン）, Sudan（スーダン）が正式にIsrael（イスラエル）との関係正常化を発表していて、Morocco（モロッコ）は4番目のアラブ国家になります。
世界の反応
Morocco（モロッコ）の Israel（イスラエル) との関係正常化は賛成派と反対派がいて、1979年か らIsrael（イスラエル) と平和条約を結んでいる Egypt（エジプト）とかは、今回の Morocco（モロッコ）の決断に賛成しています。
一方で、”Palestine（パレスチナ）とIsrael（イスラエル）の間の問題が解決した後に、Israel（イスラエル）との関係正常化をすべきだ” というのが反対派です。Palestine（パレスチナ）をはじめ、Palestine（パレスチナ）を支援している Iran（イラン）とかが、Morocco（モロッコ）の決断に反対しているわけです。
アメリカはもちろん今回の Morocco（モロッコ）に賛成なわけですが、アメリカはこのMorocco（モロッコ）の決断に対して、”Western Saharaでの領土問題におけるMorocco（モロッコ）の自治を認める” と発表しました。
これがまた別の国際問題なんですね。
別の領土問題
Western Saharaは、最近までSpain（スペイン）が植民地支配していて、Spain（スペイン）が1975年にMorocco（モロッコ）とMauritania（モーリタニア）に統治を引き渡した歴史の新しい地域で、国連やEuropean Union や African Union などでは国家としては認識されてない、国際問題が起こりそうな地域なんです。（こういった統治権力があいまいな地域をBuffer Zoneと呼んだりします)
Western Saharaにはもともとthe Sahrawiという人々が住んでいて、the Sahrawiの人達が自身の独立国家を求めてPolisario Frontという組織をつくったんですね。Polisario FrontとMauritania（モーリタニア）は仲良くやってたのですが、その地域にはMorocco（モロッコ）の人たちも多く住んでいて、Morocco（モロッコ）は Western Sahara における支配を主張しつつ、地域の８０％はMorocco（モロッコ）が実質支配しているのが現状です。
隣国の Algeria（アルジェリア）とかは Polisario Frontを支援していたりして、Western Sahara は Morocco（モロッコ）がかかえた領土問題の地域なわけです。
まとめ
そして、アメリカが今回 Morocco（モロッコ）のWestern Saharaにおける自治支配を容認した感じです。
Polisario Frontはもちろん猛反対で、”これはアメリカの独断で Internatial Communityの決断ではない” と主張しています。
ちなみに、Spainは ”Morocco（モロッコ）の Israel（イスラエル）との関係正常化には賛成だが、アメリカの対応には反対” という感じになっています。
国際問題は複雑で深いですが、今回の大枠はこんな感じです。

On December 10 2020, Morocco announced to normalize its relationship with Israel.
In order to solve the conflict between Israel and Palestine, the Arab League Summit was conducted in Lebanon in 2002 and made an agreement, called the Arab peace initiative (API), that encouraged Israel to stop territorial occupation and to recognize Palestine as a country in exchange of Arab countries normalizing the relationship with Israel.
The United States supported this agreement and led United Arab Emirates, Bahrain, Sudan and Morocco to normalize the relationship with Israel by far.
This agreement, however, has been controversial in the Middle East where some countries, like Egypt that has maintained a peace treaty with Israel since 1979, were for this agreement, but some countries, like Iran that supports Palestine, claimed that normalization of the relationship with Israel should be conducted after the conflict between Palestine and Israel ends.
The United States supported Morocco's decision by recognizing Morocco's control over the Western Sahara where the territorial dispute has happened.
This is another global issue.
Western Sahara had been colonized by Spain until Spain gave the control over the territory to Morocco and Mauritania in 1975, and the newly established area has not yet been recognized by the international community, such as the European Union, the African Union and the United nations. (This kind of area is called the buffer zone)
In Western Sahara, the indigenous Sahrawi has demanded its independence by creating of the Polisario Front under the situation that Morocco has controlled 80% of the area. While the Polisario Front has got along with Mauritania, it has fought against Morocco with the support from the neighboring country Algeria.
Under this circumstance, the Polisario Front was not happy about the US decision to recognize Morocco's control over the Western Sahara and claimed that this is not the decision by the international community.
Due to this background, Spain, the former colony of the Western Sahara, has supported Morocco's decision to normalize its relationship with Israel, but has rejected the US announcement about the Western Sahara.
