今日は海外の国々がどうやって収入を得ているか、世界の税金の仕組みについてです!

税金の種類

主に国が財政を維持するうえで欠かせない税金のタイプには、

 

個人の収入に対しての Individual income taxes (所得税),

モノやサービスの消費に対しての Consumption taxes (消費税),

失業や健康保険などの手当てに対しての Social insurance taxes,

会社の売り上げに対しての The corporate income tax(法人税),

家や不動産がもつ土地に対しての The property tax,

 

などがあります。

国の主な財源

典型的に国は、

1.Consumption taxes (消費税),

2.social insurance taxes

3.individual income taxes (所得税)

の順に、国としての収入を得ています。ちなみに、1990年代までは2位と3位は逆でした。

 

また、それぞれの国や地域の社会情勢や経済的な豊かさによって、こういった税制の仕組みは違ってきます。

 

Australia(オーストラリア) や New Zealand(ニュージーランド) では social insurance taxes が課せられていなかったり、

社会福祉制度が整っている Denmark(デンマーク)では本来手当てに対する税金である social insurance taxes 以外の税金によって充実した社会福祉制度を維持していたりするんです。

 

アメリカなどのお金のある国だと The corporate income tax(法人税)から多くの財源を得ることもできるのですが、会社の売り上げに対しての The corporate income tax(法人税)に高い税率をかけてしまうと、投資家たちが離れて行ってしまうんですね。投資家たちは会社からの利益を最大限にしたいため、The corporate income tax(法人税)の低い国を優先的に投資した方が得するわけです。

また、The corporate income tax(法人税)の税率を上げてしまうと税金逃れを促進してしまったりするため、国の経済発展に悪影響を及ぼしてしまうこともあるんです。

Major types of taxes

Consumption taxes are imposed on goods and services.

Individual income taxes are imposed on an individual’s income.

Social insurance taxes are imposed on individual's wage and employer's payroll for insurance regarding to unemployment, retirement and healthcare. 

The corporate income tax is imposed on a company's business profits. 

The property tax is imposed on properties for individual use, such as home, and business use, such as real estate. 

 

Typically, a country relies on

1 (the most). consumption taxes 

2 (the second most). social insurance taxes

3 (the third most). individual income taxes

for its income. (Until the 1990s, individual income taxes were the second, and social insurance taxes were the third.)

 

Each country or region has different character in its tax system depending on the economic and social situation. 

For example, 

Australia and New Zealand do not impose social insurance taxes. 

Denmark, where its social welfare system is well managed, fund the system from taxes other than social insurance taxes. 

Although rich countries like the United States and Norway, can rely more on the cooperate income, the more taxes on the cooperate income usually means the less investment in the country's companies since business prefers to invest in countries with lower tax rates to reduce the cost. Thus, the high cooperate income can be bad for economic growth in the country as well as the higher risk of increasing tax avoidance.
