今日はアフリカにある Guinea(ギニア) という国についてです!

独立後

1958年にフランスから独立した Guinea(ギニア) は、不安定な”民主的な政治” をめぐる争いがやみません。

 

2000年あたりに当時大統領であった Lansana Conte という人が、大統領の任期を5年から7年に変更しようとするのですが、反政府勢力はこの憲法編成の投票をボイコットします。Lansana Conte 前大統領は健康状態があまり良くなかったにもかかわらず、自身の統治を長いあいだ保とうとしていたため、プロテストがおきるんですね。このプロテストは政府の警備員とのあいだで暴力的なものに発展し、Lansana Conte 前大統領は2007年に緊急事態宣言をだすに至るんです。

大統領交代

Lansana Conte 前大統領が2008年に亡くなると、Moussa Dadis Camaraという人が軍部勢力を率いて、大統領に名乗り出ます。この軍部による統治に反発するプロテストがおき、2009年には暴力的なものに発展します。Moussa Dadis Camara は怪我を負って海外での治療を余儀なくされるんですね。

彼の部下であったSekouba Konate という人が短期間大統領を引きついだあと、反政府勢力のリーダーであった Alpha Conde という人が2010年の大統領選挙で新たな大統領に選ばれます。

民主主義の揺るぎ

しかし、この選挙も他の大統領候補者であったCellou Dalein Diallo という人の支持者が選挙の不正を訴えるなどして、争いに発展するんですね。

 

それでも、2015年には Alpha Conde大統領は大統領としての二期目を勝ち取るんですが、今までは許されていなかった大統領の三期目を憲法編成により成し遂げようとします。2019年にはこれに反発するプロテストが起きるものの、2020年にAlpha Conde大統領は三期目を勝ち取ったことで、まだ不安定な政治情勢とそれによる争いは続いているわけです。

After its independence from France in 1958, Guinea has achieved democratic politics in the country, but the word "democracy" itself does not mean a stable political system. 

 

In the early 2000s in Guinea, the then president Lansana Conte tried to extend presidential term from 5 to 7 years, but the constitutional poll was boycotted by opposition. His desire to stay in power for a long time and his unstable health condition led to a serious tension against him through protests in Guinea. Since these protests became violent between demonstrators and security forces, Lansana Conte declared a state of emergency in 2007. 

When Lansana Conte died in 2008, Captain Moussa Dadis Camara led a military junta to take over the power and declared himself as a president. A mass opposition rally happened and escalated violently in 2009 to demand the end of the military rule. Captain Moussa Dadis Camara was shot and decided to stay abroad for recovery, whcih led his deputy Sekouba Konate to a new president in 2010 for a short time.

The current president Alpha Conde, who had been a leader of opposition rally, was elected in 2010, but supporters of the other candidate Cellou Dalein Diallo started fight against Alpha Conte to demand its election fraud. 

While Alpha Conde won his second term in presidency in 2015, he has tried to change the constitution to allow a president for a third term. This led to mass protests in 2019, but he won his third term in 2020. The conflict between opposition demonstrators and security forces has kept crashing.
