メキシコで今起きていること
Mexico（メキシコ）では治安が悪い状態が続いているのですが、"Drug War" といわれるように、薬物を売買しているギャングの勢力がとても強いんです。
薬物の生産や流通が増えていくにつれて市場を拡大していく必要があり、そのためにギャングの勢力範囲の拡大が大事になってきます。こういった理由から Mexico(メキシコ) の広い範囲にわたって犯罪行為が加速していくわけです。
政府はこれに軍事行動で対抗してきたのですが、安定した法整備の整っていない Mexico(メキシコ) において政府の軍事行動は争いを加速させるだけだったんです。
こういった状況の中で、ギャング勢力は "自分たちのドラッグビジネスに都合のいい政治家" を支援し始め、都合の悪い政治家に対して犯罪行為を行うなど、政治への関わりが強くなっていきます。
とくに Jalisco という地域の大部分では、The Jalisco New Generation Cartel という組織が統治力をもっていたりします。
本来のメキシコ
でも、Mexico(メキシコ) は天然資源も豊富で経済力もある国なんですね。
the North American Free Trade Agreement(NAFTA) のもとでアメリカやカナダといった大国との経済的なつながりもあるにも関わらず、なぜギャングによる犯罪が横行するのでしょうか？
問題の原因
"Two Mexicos" といわれているのですが、NAFTAなど国際化に対応した海外ビジネスと、今までのやり方を続ける国内ビジネス、の二つが Mexico(メキシコ) に存在しています。
この二つのビジネスは生産性も規模も収入も大きく違ってくるんですね。
これにより、収入格差が広がっていくだけでなく、”政府が経済的利益を均等に分配していない” と国民のあいだで不満が高まるわけです。
とくに若い人たちはお金もないことが多く、アメリカで需要が安定していて大金を稼げるドラッグビジネスを行っているギャングに加入していく人が多いのです。ギャングは武器を常用していることが多いので、犯罪が過激な暴力に発展しやすいのですね。
政治内でもわいろなどが多く国家の法制度が整っていない Mexico(メキシコ) では、こうした理由から収入格差が犯罪につながっているのです。

Mexico has struggled with the war on drug and following violence by gang groups.
As drug businesses expand, the drug market and areas that are needed for production and sales to meet the demand also expand. Gangs tend to seek the occupation of the areas in order to avoid their illegal activities being disrupted.
Mexico's government has fought with this issue by military actions, but this effort just made the situation worse without the lack of a stable judicial system.
Under this circumstance, gangs have strengthened the tie with Mexico's politics by supporting politicians who are not harsh against their illegal activities and by violating politicians who are against the gangs. Especially most of Jalisco, which is one of the states in Mexico, has been controlled by a gang, known as the Jalisco New Generation Cartel.
Mexico, however, is a country that has rich natural gas and high GDP with the cooperation with the United States and Canada through the North American Free Trade Agreement(NAFTA).
So why does the situation remain bad ?
Income inequality has increased between ''globalized businesses, such as NAFTA' and ''traditional businesses''. This is called "Two Mexicos", and the gap of the productivity and income between the two types of business is enormous. Due to the income inequality with the lack of a stable system, the government has failed to redeliver money to fill the gap, and insecurity in the society has grown.
The lack of stable income led young people to join gangs since drug business is relatively stable due to the high demand in the United States. Gang activities tend to carry firearms and become easily violent.
The government in Mexico has not yet found out the way to resolve this situation because of the briberies in politics and so on.
